Energy Transition

Localising the National Energy Transition and Investment Plan (NETIP) at the Municipal and District Assembly level.

Localising a National Plan

Ghana's National Energy Transition and Investment Plan (NETIP) sets ambitious national targets for clean energy access, efficiency and investment. But national targets only become real change when they are translated into concrete action at the Municipal and District Assembly (MMDA) level; where electrification, clean cooking, public-facility efficiency and local investment decisions are actually implemented. We work with Assemblies to close that gap, turning national ambition into locally owned, locally delivered energy transition plans.

Our Approach

From National Investment Plan to District-Level Action

The NETIP sets national direction on clean energy access, efficiency and investment, but Assemblies rarely have the localised data, technical support or planning tools to turn that direction into a district-level implementation plan. Energy transition interventions; from rural electrification and mini-grids to clean cooking and efficient public buildings, end up designed at the national level with little grounding in what a specific Municipal or District Assembly actually needs.

We work directly with Assemblies to close that gap: helping planning and budget officers understand what NETIP means for their district, building local baselines on energy access and use, and supporting the design of interventions that Assemblies can actually plan, budget and monitor within their own Medium-Term Development Plans.

Why Local Delivery Matters

The case for taking energy transition planning to the Assembly level.

Assemblies Are the Delivery Layer

Municipal and District Assemblies plan and deliver local infrastructure and services. A national energy transition plan that never reaches this layer stays a document, not a change on the ground.

Every District's Needs Differ

Grid access, charcoal dependency, industrial demand and off-grid potential vary sharply from one Assembly to the next. A single national approach has to be adapted locally to actually work.

Data Gaps Slow Everything Down

Without local baseline data, Assemblies struggle to plan, budget for or attract financing toward energy transition projects; leaving national targets with no clear local pathway.

On the Ground

What We Do

Our work supporting subnational delivery of the National Energy Transition and Investment Plan.

Baseline Energy Assessments

District and municipal-level baselines on energy access, use and needs, to ground local planning in real data.

MMDA Engagement & Capacity Building

Direct engagement with Assembly leadership and planning officers, and practical training on what NETIP means for local planning and budgeting.

Policy Translation & Advisory

Translating national NETIP targets and investment priorities into interventions an Assembly can realistically plan and deliver.

Monitoring, Evaluation & Reporting

Tracking implementation of subnational energy transition interventions against NETIP targets and Assembly development plans.
